No skincare product changes the size of a pore permanently, and ZO does not claim that. What it does is minimise the appearance of pores in two ways: instantly, by absorbing surface oil for a matte finish, and over time, by gently exfoliating the dead cells that collect around the pore edge and make it look larger and deeper.

Can I use Instant Pore Refiner as a primer under make-up? +

Yes - it is one of the most popular ways to use it. Apply a pea-sized amount after moisturiser and sunscreen have absorbed, give it a minute to set, then apply foundation as usual for a smoother, longer-lasting matte base.
